摘要: 為進一步發揮淤地壩在控制水土流失、攔泥淤地等作用的同時,高效存蓄、利用水資源,以隴東半干旱區淤地壩建設的典型流域——司家溝流域為例,采用比例推算法確定淤地壩建壩潛力,采用目標推算法確定流域適宜建壩規模,對流域內的2座骨干壩進行防洪能力校核,結果表明:司家溝流域建壩潛力為10座,其中骨干壩2座、中小型淤地壩8座;該流域適宜建壩規模為9座,其中骨干壩2座、中小型淤地壩7座,應對原有的2座骨干壩配備泄洪設施、提高防洪標準,以確保防洪安全。綜合分析認為:半干旱區淤地壩建設的傳統目標主要是攔沙和淤地造田,近年來流域水土流失綜合治理成效顯著,水土流失量減少,造成很多壩系達到設計淤積年限后仍然未淤滿,具有攔蓄利用雨洪水資源的潛力,在確保防洪安全的情況下,充分高效利用淤地壩攔蓄利用雨洪水資源的潛力,對緩解半干旱區水資源危機有至關重要的作用,骨干壩控制區域的水資源利用率應達到30%、中小型淤地壩控制區域的水資源利用率應達到25%。

Abstract: In order to further play the role of checkdam in controlling soil erosion, retaining the sediment and creating cultivated land and other functions, at the same time, efficiently storing and utilizing water resources, Sijiagou watershed, a typical watershed for the construction of checkdams in semiarid area of Longdong was taken as an example. The proportional push algorithm was used to determine the checkdam construction potential, and the target push algorithm was used to determine the suitable scale of the basin and the flood control capacity of the two check dams in the basin was checked, and the results show that there are 10 checkdams construction potentials in Sijiagou watershed, including 2 largescale checkdams and 8 small and mediumsized silt dams. The suitable checkdam construction scale is 9 in this watershed, including 2 largescale checkdams and 7 small and mediumsized checkdams. And the original two checkdams should provide flood discharge facilities and raise flood control standards to ensure the flood control safety. Comprehensive analysis believes that the traditional goal of silt dam construction in semiarid areas is mainly to intercept sediment and increase cultivated land, but in recent years significant achievements in soil erosion control have made, and which have made the dam system reached the siltation period, and most of them remained unfilled, and have the potential to impound the rain and flood resources and use them. Under the premise of ensuring flood safety, efficiently use of this part of the water resources will play a vital role in mitigating the water crisis in the semiarid watershed. And water use efficiency in largescale checkdams control area should reach 30%, and in small and mediumsized checkdams control area should reach 25%.
