摘要: 近年來極端氣候事件頻發,導致城市內澇和山洪災害防治形勢日益嚴峻,而山地城市往往同時面臨著這兩個問題,造成的生命財產損失也更加嚴重。采用近25 a國家政府部門統計的中國城市內澇和山洪災害數據,基于目前正在開展的海綿城市及山洪災害防御項目的建設現狀,詳細分析山地城市內澇與山洪災害防治的特點,即分布范圍廣、突發性強、受災頻繁、危害大、損失重,并基于二者的相互關系、產生原因、存在問題和防治措施體系等方面,探討對二者共同防治的具體有效措施。分析表明:山洪和內澇的相互疊加加劇了山地城市洪澇災害的嚴重性,應結合工程措施和非工程措施共同治理。

Abstract: In recent years, due to the frequent extreme weather events, urbanwaterlogging and flash flood disasters grow dramatically, which have caused serious loss of lives and properties. This article had analyzed nearly 25 years of data for the urban waterlogging and flash flood disasters in China from Chinese government. Based on the current situation of sponge city construction and flash flood disasters prevention, which have wide distribution, high frequency occurrence and great loss in life and properties, firstly, this paper analyzed the characteristics of the urban waterlogging and flash flood disasters prevention in detail. Then, in order to obtain the appropriate defensive measures of the two hazards, it investigated the relationships, causes and problems. The results indicate that flash floods and urban waterlogging have exacerbated the severity of flood disasters in mountainous cities. Effective measures include the engineering measures and nonengineering measures should be taken into consideration.
