摘要: 黃河水量統一調度是緩解黃河流域水資源供需矛盾、解決黃河頻繁斷流的重要手段,在我國大江大河管理中是首例。在分析水量統一調度的必要性、回顧黃河水量統一調度20 a發展歷程、總結水量統一調度技術手段的基礎上,對比實施水量統一調度前后相同來水條件下黃河過流情況、流域用水保障情況、入海淡水資源量、生態環境狀況、河口濕地變化及近海生物種類和數量等。結果表明,通過實施黃河水量統一調度,實現了黃河連續20 a不斷流,產生了顯著的社會效益、經濟效益和生態效益。基于黃河水量調度目前存在的問題,提出了黃河水量調度發展的方向,即加快節水型社會建設、大力推進水生態文明建設、完善黃河水沙調控體系。

Abstract: The integrated water regulation of the Yellow River is the first case in large rivers. It is also an important means to alleviate the contradiction between water supply and demand in the Yellow River basin and solve the frequent interruption of the Yellow River. This paper analyzed the necessity of integrated water regulation, reviewed the development history of the Yellow River integrated water regulation for 20 years, summarized the integrated water regulation technology and compared the Yellow River runoff situation, the amount of freshwater resources flowing into the sea, water security, ecology environmental conditions, changes of the estuary wetlands and types and quantities of offshore organisms on the basis of the integrated water regulation conditions before and after that. The results show that the integrated water regulation of the Yellow River has enabled the Yellow River to achieve continuous flow for 20 consecutive years, which has produced significant social, economic and ecological effects. Based on the existing problems of the Yellow River integrated water regulation, the development direction of Yellow River water scheduling was proposed.
